I've had a similar problem. It seems to have turned out that I was using proxies (including Tor, a few anonymous proxies, and my own SSH servers, I can't browse at work without a proxy) that had abusers and my account got flagged with other people. Digg never responded to email inquiries that I sent, I don't think they really cared much. Since then, I've got some kind of abbreviation of my old name that I can never remember so I'm never actually logged in when I'm viewing. That's life.
